Head Start of Yamhill County provides a  comprehensive, holistic program of education, social services, health, mental health, nutrition, disability services, and parent involvement opportunities to low-income young children and their families.

 The governance of Head Start is an inclusive concept. The Board of Directors includes past parents and representatives from the community. The Policy Council which consists of parents whose children are currently enrolled in Head Start and community representatives. The Director and Staff are also included in the governing of Head Start.

 To fulfill the Head Start governance mandates, including shared approval by both the governing body and the policy group, it is important to develop relationships and build bridges among all the decision-makers.

 Communication lines must be open and actively support partnerships among administrators, the policy group, and the governing body.

 There are various Head Staff in-house committees: Finance, Staff Development, Safety, Wellness, Training, and Hiring all take place within the Head Start community.

 There are also community committees where representatives from Head Start participate to provide input and receive updates on practices within the larger community of McMinnville.
